The only way a Hauler will not need the IFTA crossing state lines is if they have Apportioned Plates, what does that mean?
Apportioned plates: these are issued when a trucking company registers under the International Registration Plan (IRP). They allow a truck to travel in more than two jurisdictions and are required for vehicles that exceed a certain weight limit.
IRP: the IRP is an agreement among states in the U.S. and provinces in Canada. It facilitates the distribution of registration fees based on the proportion of miles traveled in each jurisdiction.
IFTA the International Fuel Tax Agreement (IFTA) is related but separate from the IRP. It deals with fuel taxes, requiring truckers to pay taxes based on the miles traveled in each state, regardless of where the fuel was purchased.
IFTA standards for the international fuel tax agreement. It is cooperative arrangement between 48 U.S. states and 10 Canadian provinces that simplifies the reporting and payment of fuel taxes for truckers and trucking companies.
Carriers with vehicles that operate in multiple areas (state or provinces) participate in IFTA.
They track the miles traveled in each state or province and record fuel purchases.
Based on this data, they calculate the fuel consumed per state and determine the taxes owed for each area.
Finally, carriers submit quarterly IFTA tax reports that consolidate this information for all the areas they operated in.

Yes, using the app is necessary, it is simple to download and navigate. If you have any questions, you can always call tech support, and they will help you learn how to use the app or any issue you may have.
Tech support can walk you through the process of uploading your first freight bill and they will also provide you with links that show you step by step how to navigate the app.
If the app is not working try a few things before calling tech support, log off completely and log back in, if you still get an error take a screen shot and text it to tech support so they see what you see and try to pinpoint the issue.
Not using the app will cause issues with payments and late fees, you have 24 hours to upload a freight bill after job is completed, turning ticket in late will result in a 1.5% let fee
